Dr. Andrew A. Ocero

Dr. Andrew A. Ocero is a specialist physician, palliative care practitioner, and senior public health leader with more than 25 years of experience in health systems strengthening, global health security, and multi-sectoral leadership. He is currently Regional Program Director for the Bugisu Region and One Health Team Lead under the US-funded Uganda Health Activity, implemented by URC.
A Commonwealth Scholar with a PhD in Health Systems Research from the University of Liverpool, Dr. Ocero has led transformative initiatives such as USAID’s Defeat TB Project and under Uganda Health Activity the establishment of seven Regional Public Health Emergency Operations Centres to enhance Epidemic Preparedness at the grassroot. He has also contributed to corporate governance serving on the Board of the Palliative Care Association of Uganda for six years, helping advance national palliative care policy and practice and more recently as a Board Member of the Uganda Civil Aviation Authority contributing to the enhancement of One Health at points of entry. His professional focus includes multi-sectoral collaboration, health financing and health services integration within Uganda’s primary health systems alongside strong engagement in community and philanthropic health initiatives.
